Summary, notice description and lot information
NHS Gloucestershire Integrated Care Board has awarded a contract for counselling and interactive webinar support for children and young people aged 9-25, as well as a parent carer support and advice line, and parent carer groups in Gloucestershire. The contract, with a value of approximately £10,479,900 over a five-year period, was formally awarded on 9 April 2025, with the contract commencing on 1 September 2024 for an initial three years with the option to extend for an additional two years. This procurement falls under health services and was conducted as a direct award process under the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing the Public Contracts Regulations 2015.
This tender presents substantial opportunities for businesses that specialize in delivering high-quality health services, particularly those experienced in mental health support for young people and parents. Organisations capable of providing both face-to-face and online counselling, as well as interactive webinars, would be well-suited to compete. The emphasis on reducing health inequalities in Gloucestershire aligns with wider NHS objectives, offering businesses the chance to contribute to meaningful community health improvements while potentially expanding their service offerings in the public sector.
This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract is being awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Wednesday 4 September 2024 (8 working days following publication of intention to award notice)]. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Gloucestershire ICB award decision makers: Gloucestershire ICB Board Gloucestershire ICB Operational Executive Gloucestershire ICB Strategic Executive NHS Provider Selection Regime Direct Award C. The current incumbent, TIC+, was considered against the 5 key criteria. These criteria are not weighted differently as they are equally important for this service. They are currently meeting all contractual and legislative requirements and have been delivering high quality, safe and effective face to face counselling services on behalf of NHS Gloucestershire ICB and previously the CCG since 2015. TIC+ consistently fundraises significant amounts of income annually to support the delivery of their services which bring benefits to the children and young people of Gloucestershire, specifically in reducing health inequalities which is one clear aim of the ICB. No conflicts of interest registered. COI is managed using the ICB COI process along with NHSE COI guidance and the PSR reg 21 and guidance. Approximate contract value: PS10,479,900 (5-year contract period). Proposed contract length 3-years (with option to extend for a further 2-year period) from 1 September 2024.
