Summary, notice description and lot information
The procurement process involves the Aneurin Bevan University Health Board (ABUHB), which is poised to award a contract under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. The process, titled "Cwm Celyn- AGD," focuses on the provision of residential nursing care services, specifically under lot CS7 of the National Collaborative framework for adult mental health. The intention is to place a service user with Cwm Celyn Nursing Home in Blaenau Gwent.
The procurement method followed an open procedure, with the award status currently active and the standstill period ending on 1st October 2025. This is a strategic initiative to ensure placements in locations that promote social inclusion and proximity to family and existing care teams. This tender creates opportunities for growth, particularly for businesses that provide specialised residential nursing care services.
Companies like SHAW HEALTHCARE (GROUP) LTD, which was successful as the supplier for this contract, demonstrate that those with established ties within the framework and the capability to meet specific patient needs are well-suited to participate. The emphasis on patient-centred care and the strategic location requirement can provide similar service providers with the chance to align their offerings to meet these criteria. The open procurement process encourages fair competition, potentially benefitting large-scale providers who are adept at navigating complex regulatory frameworks and delivery standards in the healthcare sector.
This notice is an intention to award a contract based on a framework agreement with a competition. Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Cwm Celyn Nursing Home. This proposed placement is being made under lot CS7 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. QQQ. 2. Cwm Celyn lot CS7. 3. Placement in Blaenau Gwent near family and current care team. 4. There is a bed available in Cwm Celyn. 5. The local area can promote social inclusion to meet the service users needs and promote family contact. The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales. Additional information: Under Regulation 23(1) of the PSR, a relevant authority is not required to publish information under these Regulations if the relevant authority is satisfied that the information is sensitive commercial information and there is no overriding public interest in its being published. Due to this, please note, a nominal value has been stated to allow notice publication.
