Summary, notice description and lot information
The South Tees Hospitals NHS Foundation Trust, located in Middlesbrough, is the contracting authority for the procurement of additional echo scan services within the cardiology sector. This procurement, classified under the 'services' category, falls within the Provider Selection Regime, as outlined by the Health Care Services provider selection regulations of 2023. The process bypasses the traditional Public Contracts Regulations 2015, opting for a more suitable provider procedure.
This contract was awarded to ICS Operations T/A Xyla Elective Care on 5th June 2025, with an estimated contract duration from 1st July 2025 to 30th June 2026, and the overall contract value is £45,000. This procurement has transitioned from planning in May 2025 to award by June 2025, with no conflicts of interest declared. This tender presents a significant opportunity for service providers specialising in cardiology services, specifically those with experience in providing echo scan services, to enhance their business profile by aligning with a forward-thinking NHS Trust.
It is a promising opportunity not only for entities with a solid track record in healthcare provision but also for small and medium-sized enterprises (SMEs) due to the specific requirements and the known preference for existing experience and expertise with the hospital's policies and procedures. The contract's execution without prior publication means it is prime for providers who can rapidly integrate into the operational framework with minimal disruption, making it an attractive proposition for specialists in cardiology services and miscellaneous health services eager to expand their footprint in the healthcare sector.
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 16/06/2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/><br/>This decision has been authorised by the Cardio Management Team at South Tees. There was no declared conflicts of interest.<br/><br/>The reason that South Tees have chosen Xyla as the most suitable provider (MSP) is due to the fact they know Trust and departments policies and procedures, they have a very good record on site and would be able to hit the ground running. This will aid the department with minimal downtime and disruption to patients. The trust decision makers believe a new provider would not be able to fulfill the requirement as successfully as the identified provider and therefore the decision was made to complete the MSP process. The selected supplier has previously carried out this work for the Trust to the standards required.
