Summary, notice description and lot information
NHS England has initiated a planning stage for the potential procurement of the Covid Outreach Programme services in the East of England. The initiative aims to address access and inequality issues in the Covid-19 vaccination programme. This early engagement exercise, handled by NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS England East of England, seeks to gather market capability and interest through a Prior Information Notice (PIN).
Interested providers must submit their expressions of interest by midnight on Sunday, 16th February 2025. This market testing exercise utilises an eTendering system, and the process will adhere to the Provider Selection Regime (PSR) with a prospective start date for the contract on 1st April 2025. This tender opens numerous opportunities for businesses specialising in healthcare services, particularly those with experience in community healthcare and vaccination programmes.
Companies adept at delivering public health services across diverse geographical populations are well-suited to compete. The programme's focus on targeted outreach, including mobile services like the WOW bus in Norfolk and community clinics in Bedfordshire, offers substantial growth potential. Competitive pricing for vaccination administration, supplemented by block payments and the inclusion of housebound patient services, underscores the financial viability and scope for expansion within this contract.
NHS England is responsible for commissioning Section 7A Public Health services which include the Covid 19 vaccination programme.

The aim of this service is to deliver access and inequality schemes in relation to the delivery of the Covid 19 vaccination programme to patients in the JCVI specified target groups across the East of England, for example the WOW bus in Norfolk and Waveney or targeted community clinics in Bedfordshire, Luton and Milton Keynes.

NHS England, East of England, has reviewed the existing Covid 19 services delivered across the region's 6 ICBs (currently configured according to geographies of Mid and South Essex, Cambridgeshire and Peterborough, Norfolk and Waveney, Hertfordshire and West Essex, Bedfordshire, Luton and Milton Keynes, and Suffolk, North East Essex).

To streamline our commissioning approach and ensure equity, it is our intention to consider moving to commission a single service for the East of England Region. It is our intention for this contract to commence 1st April 2025.

The Commissioner is placing a Prior Information Notice (PIN) which will be used as a conduit to obtain feedback from the market and ascertain market capability and interest in the opportunity.

Please note this PIN closes 2400hrs (Midnight) on Sunday 16th February 2025. Following the closure of the PIN notice, the Commissioner may reach out to those that have expressed an interest with further communications. Additional information: It is the expectation of the commissioner that the providers will review the contents of this Notice in order to inform their responses to the pre-market engagement questionnaire.

Please note the Contract Notice Publish date is only indicative at this time and is subject to change.
