Summary, notice description and lot information
Dumfries and Galloway Council is actively seeking to procure services for a "Housing First Flexible Support Service" within the Dumfries and Galloway region, specifically targeting areas such as Lower Nithsdale and Annandale. This tender, currently in the active stage, is part of an open procurement process aiming to offer high-quality support under the Housing First Programme. The service aims to address homelessness by providing necessary support to individuals with complex needs in permanent tenancies.
10, must be submitted electronically by 12th November 2025. The anticipated contract period will commence on 1st April 2026 and conclude on 31st March 2029, with two optional 12-month extensions available at the council's discretion. This tender represents a significant opportunity for businesses specialising in social services and support.
Particularly, those registered with the Care Inspectorate as support providers and whose staff hold the necessary educational and professional qualifications indicated by the SSSC Registration stand a competitive chance. The contract highlights a considerable prospective for growth and collaboration, demanding a relationship-based and trauma-informed approach. Businesses aligned with these principles and capable of working collaboratively with various housing and support services will find this opportunity advantageous for expanding their impact and operations within the public sector.
The support model will be relationship based, unconditional and 'portable' and crucially, person-led not system led to deliver what people need. The support service will use a trauma informed approach and caseworkers will need to work with a small number of people who access the service to provide a proactive support service based on individual needs. The recommended ratio of support worker to person using the service is 1:7. The awarded provider will be responsible for the day-to-day operations of the Housing First Service and must work cooperatively and collaboratively with the housing providers, Housing Options and Homeless Service and other key partners to provide a holistic service to those accessing support. The service must adhere to the seven key principles of Housing First: - People have the right to a home; - Flexible support is provided for as long as an individual needs it; - Housing and support are separated; - Individuals have a choice and control; - An active engagement approach is used; - The service is based on people's strengths, goals and aspirations; and - A harm reduction approach is adopted.
