Summary, notice description and lot information
The procurement process for "Independent Living Support," commissioned by Worcestershire County Council (WCC), focuses on providing services under the Children Act 1989. It aims to assist vulnerable young people aged 16-17 experiencing homelessness and care leavers aged 18-25 transitioning to independent living. Classified under "Social work services with accommodation," this procurement falls within the "services" category and covers the Worcestershire region (UKG12).
Initiated on 27th June 2023, this process moved to a negotiated procedure without prior publication under Regulation 32 of the Public Contract Regulations 2015, following an unsuccessful open tender. The procurement stage is now at the award phase, with contracts signed on 15th January 2025. Offering substantial opportunities for service providers, this tender enables businesses with experience in housing support for young people to participate in the delivery and enhancement of vital community services.
Providers with their own accommodation will be well-suited to compete, with the expectation of developing the independent living and tenancy management skills of the youth. Key awards have been made to St Basils, Platform Housing Limited, and Worcestershire YMCA Limited, emphasizing the council’s commitment to established organisations for effective service provision. This tender presents a growth opportunity for businesses that specialise in social work and youth welfare services.
WCC will be commissioning independent living support from providers that have their own accommodation and are able to accommodate Worcestershire young people aged 16-17. WCC are funding the support hours within this contract for 16-17 years olds' and Care Leavers aged 18-25 years only. WCC are not procuring accommodation. The areas of provision will be based across Worcestershire and it is expected that the service provider(s) will ensure that the young person receives appropriate support to build a rounded level of independent and tenancy management skills, moving the young person towards their own accommodation after a period of time evidencing their capacity to live independently.
