This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 under the competitive process. The Procurement relates to the Invitation to Tender (competitive process) for the provision of Integrated Community Dermatology Services in Mid and South Essex. The Authority has undertaken a full evaluation and assessment of the compliant bid submissions received as part of this competitive process, which were evaluated in line with the procurement documentation published within the Competitive Process Overview (CPO). The contract award criteria are specified in the procurement documentation and CPO. As a result of this, the Authority intends to award the proposed Contract for the Service to the Provider that achieved the highest technical and commercial scores across the key criteria used. The scope of the requirement associated with this process has been developed by the Authority. The full details of the scope of the services are set out within Document 3 - Service Specification.The new service will provide a single Integrated Community Dermatology Service, including teledermatology, to support improvement in Dermatology services across the integrated care system, ensuring that patients are seen by the right person, at the right time and on the correct pathway. This will reduce health inequalities, improve patient experience, communication and waiting times for patients. The aims and objectives for delivery of the Service include: -Provide a single point of access for service users and referring clinicians (for urgent suspected cancer and routine referrals) that streams service users appropriately, using teledermatology where clinically appropriate; -Support self-care for service users with Dermatology conditions including digital tools, advice, management plans and onward referral/signposting to health & wellbeing and voluntary services; -Provide rapid access to specialist advice and guidance, clinical assessment, diagnostic investigations (teledermatology), diagnosis and treatment ensuring that patients are navigated to the right pathway for their care in line with the agreed MSE Levels of Care -Deliver initial assessment and management providing a one stop model of care, where appropriate, with face-to-face provision across a number of community locations; -Deliver follow up care via patient initiated follow up model with telephone, virtual, face to face and supported self-care or shared care with primary care (where shared care pathways are agreed); -Robust management of pathways, including waiting lists, utilising a Patient Tracking / Management system. -Provide clinical leadership and case management where appropriate ensuring that care is co-ordinated across the pathway; -Participate in Multi-Disciplinary Team (MDT) meetings with primary, community, secondary and social care as required; -Shared decision making to be implemented throughout the pathway to ensure service users are fully aware of their care and expected outcomes applying the ethos of 'no decision about me, without me'. The contract term is from 01st June2025 - 31st May 2030, with the option to extend for a maximum of 24 months.The aggregate value of the contract (including extensions) as advertised in the Find a Tender Service (FTS) is PS41,230,073 British Pound Sterling. The financial envelope which acts as an affordability cap for the purposes of the Process is PS27,396,668 British Pound Sterling over the five-year term.
