Summary, notice description and lot information
NHS Gloucestershire Integrated Care Board has awarded a contract for the "Mental Health Youth Worker Support and Counselling Service for 14-25 years in Gloucestershire" in the health services industry category. This procurement process, managed under the Health Care Services (Provider Selection Regime) Regulations 2023, has progressed to the award stage with a formal contract signing date of 9 April 2025. The service will be delivered in Gloucestershire, with an intended contract duration of three years starting from 1 September 2024, with an option for a two-year extension.
The contract, valued at approximately £5,638,706 for a five-year period, aims to provide vital mental health support for young people. This tender represents a significant opportunity for businesses specialising in health services, particularly those with experience in youth mental health support and counselling. Companies with a strong background in achieving health outcomes and reducing health inequalities are well-suited to compete for this type of contract.
The selected provider, Young Gloucestershire, has a proven track record in delivering integrated young adult services since 2019, addressing self-harm and emotional well-being needs. Business growth can be realised through participating in such public sector contracts, enabling firms to expand their service offerings and contribute to community health initiatives.
This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract is being awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Wednesday 4 September 2024 (8 working days following publication of intention to award notice)]. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Gloucestershire ICB award decision makers: Gloucestershire ICB Board Gloucestershire ICB Operational Executive Gloucestershire ICB Strategic Executive NHS Provider Selection Regime Direct Award C. The current incumbent, Young Gloucestershire, was considered against the 5 key criteria. These criteria are not weighted differently as they are equally important for this service. They are currently meeting all contractual and legislative requirements and have been delivering our integrated Young Adults Service since 2019, when they developed a new support model for 16-25 year olds (14 years + for self-harm support) as part of our Children's Mental Health Transformation and Community Mental Health Transformation Programme for Gloucestershire. Young Gloucestershire consistently fundraises significant amounts of income annually to support the delivery of their services which bring benefits to the children and young people of Gloucestershire, specifically in reducing health inequalities which is one clear aim of the ICB. No conflicts of interest registered. COI is managed using the ICB COI process along with NHSE COI guidance and the PSR reg 21 and guidance. Approximate contract value: PS5,638,706 (5-year contract period). Proposed contract length 3-years (with option to extend for a further 2-year period) from 1 September 2024.
