Summary, notice description and lot information
NHS South Yorkshire Integrated Care Board has awarded a contract under the Health Care Services (Provider Selection Regime) Regulations 2023 to ASA Medical Group for delivering local enhanced services (LES/LCS) integrated with additional primary care contracts in Doncaster. This contract, identified as "NHS SY ICB - Doncaster Place - ASA Group - GP LES" under the procurement category of general practitioner services, will run from 1st April 2024 to 31st March 2026. The procurement method is limited due to specific regulations excluding it from the scope of Public Contracts Regulations 2015.
The award decision was made in the Doncaster Place SMT meeting on 20th February 2025, with no identified conflicts of interest. This tender presents significant business growth opportunities, particularly for businesses already holding General Medical Services (GMS) or Personal Medical Services (PMS) contracts, as the LES/LCS services are designed to be delivered alongside these contracts. It favours organisations capable of integrating primary care services with enhanced local services, benefiting businesses that can pool resources to cover all LES/LCS requirements for the registered population.
The procurement method—direct award to an existing group of providers—ensures that only those meeting the strict criteria and interdependent service delivery requirements can compete, making it ideal for established primary care providers looking to expand their service offering and reinforce their local healthcare provision in Doncaster.
Provider is commissioned to deliver local enhanced services for the Doncaster population integrated with their additional primary care contracts.

The award has been made following direct award A.

The contracts are paid based on a mixed economy basis (block or activity depending on the LES/LCS the provider is delivering), therefore it is not possible to life a lifetime contract value.

The contract will run from 01/04/2024 to 31/03/2026. Additional information: These contracts are awarded to an existing group of providers and the healthcare services under these contracts can only be provided by that group. Although we would not restrict the number of providers who deliver these LES/LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (primary care) is because they are required to hold a General Medical Services (GMS) or Personal Medical Services (PMS) contract and deliver the LES/LCS alongside these services; the LES/LCS is designed to enhance the GMS/PMS contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every GP delivers every LES/LCS and some may pool resources to ensure every LES/LCS is offered through a primary care provider for their registered population.
