Summary, notice description and lot information
The NHS South Yorkshire Integrated Care Board, based in Sheffield, has completed the procurement process for the provision of Mental Health and Learning Disabilities Services under the title "NHS SY ICB - Rotherham Place - RDaSH Mental Health Services". This procurement falls within the "Rehabilitation services" industry category, primarily located in South Yorkshire, covering regions like Barnsley, Doncaster, Rotherham, and Sheffield. The contract was awarded to Rotherham Doncaster and South Humber NHS Foundation Trust and is set to run from 1st April 2025 to 31st March 2030.
The procurement process followed a Provider Selection Regime as outlined in the Health Care Services Regulations 2023, exempt from the Procurement Act 2023, and was conducted without prior publication due to the lack of suitable alternative providers. The total lifetime value of the contract is GBP 863,700,000, with annual adjustments expected. This tender presents significant opportunities for entities within the healthcare services industry, particularly those capable of delivering large-scale mental health and learning disabilities services.
It is an ideal opportunity for large healthcare providers with robust infrastructure and operational experience in NHS services. While the contract was awarded through a limited process due to specific regulatory guidelines, organisations with similar capabilities should consider future NHS tenders as avenues for growth. By understanding the procurement landscape and existing regulatory frameworks, suitable businesses can position themselves strategically for similar tenders in the healthcare sector.
Our NHS provider currently holds the mental health services (acute and community) and Physical Health Community services (predominant for Doncaster and cross boundary cover). In line with Statutory Guidance, we have considered whether any other providers could realistically deliver these services. There are no alternative provider with the necessary established infrastructure - covering staffing, estate capacity, and NHS operational experience - to deliver the combination of services under these contracts at the requires scale and geographical footprint. In addition, this contract is commissioned as a single, integrated package of services. Splitting individual services for separate commissioning would present a significant risk of destabilising the remainder of the contract and would require a level of procurement and mobilisation resource disproportionate to any potential benefits for our population.

The contract award has been made following the direct award process A of the Provider Selection Regime.

The lifetime value of the contract is PS863,700,000. This will , however, be subject to change as the contract will be adjusted on an annual basis in line with the methodology outlined in the National Payment Guidance to account for uplift and pay awards.

The contract will run from 01/04/2025 to 31/03/2030.
