Summary, notice description and lot information
The North Staffordshire Combined Healthcare NHS Trust has completed a procurement process under the Health Care Services Provider Selection Regime (PSR) Regulations 2023. This contract concerns the provision of specialised Psychiatric Intensive Care Unit (PICU) services for a named patient. Awarded on the 25th of April 2025, the process has utilised Direct Award Process B, highlighting that this was the only viable option after a spot purchasing analysis.
The service is provided by Priory Hospital Cheadle Royal, located in Cheadle, Cheshire. The procurement is categorised under services within the psychiatric hospital services industry, with the service delivery agreed at £989 per day for an unspecified duration, subject to weekly reviews. This tender can significantly benefit businesses specialising in psychiatric care services, particularly those with capabilities in providing highly specialised PICU services.
Organisations experienced in delivering acute mental health care, assessment, and comprehensive treatment are best positioned to leverage such opportunities for business growth. As this contract follows a limited procurement method without prior publication of a call for competition, it highlights the necessity for providers to maintain readiness to respond promptly to such direct award opportunities. This specificity in procurement offers a strategic advantage to psychiatric services with the capability to deliver high-level care promptly where there is limited national availability.
This Contract Award notice is placed under the Healthcare Services Provider Selection Regime (PSR) Regulations 2023 Regulation 8 for Direct Award Process B, where the ICB is awarding this contract having conducted spot purchasing analysis and concluded that this is the only available option. The ICB has a choice of providers, and is not seeking to restrict the number of providers. The Service is for specialised Psychiatric care for a name patient. Psychiatric Intensive Care Units (PICU) are specialist wards that provide inpatient mental health care, assessment and comprehensive treatment to individuals who are experiencing the most acutely disturbed phase of a serious mental disorder. The Contract has been awarded following Direct Award process B, at PS989.00 per day for a nominal period of 4 weeks as the exact duration is unknown. The patient would be reviewed daily mon-fri and would be re-patriated where clinically appropriate. Estimated total cost is PS27,692 from 25th April 2025 to not known. The Trust had a spot purchasing arrangement with this provider in the past, and this is a continuation of that service for a new placement, now coming directly through the Trust whereas previously it sat under the ICB. The contract is new as the Trust are placing the contract directly but the arrangements have been previously in place under spot purchasing via the ICB.
