Summary, notice description and lot information
The North Staffordshire Combined Healthcare NHS Trust has awarded a contract for the provision of out-of-area Psychiatric Intensive Care Unit (PICU) placements, required under the Healthcare Services (Provider Selection Regime) Regulations 2023. This contract, titled "North Staffordshire Combined Healthcare NHS Trust Out of Area Psychiatric Intensive Care Unit (PICU) Placement," falls under the industry category of Psychiatric hospital services with a CPV classification of 85111500. The contract, awarded to Priory Hospital Burgess Hill located in Hassocks, West Sussex, began on 28th February 2025, with an estimated total cost of £27,692.
This procurement process followed a direct award method due to the highly specialised nature of the services required and the absence of alternative providers within the necessary timeframe. This tender presents significant business growth opportunities for firms providing specialised psychiatric inpatient care, particularly those capable of handling severe mental health disorders in a hospital setting. Businesses with existing experience in PICU services and a track record of delivering high-quality mental health care will be well-suited to compete.
The arrangement allows for the extension of service based on ongoing patient needs, emphasizing reliability and flexibility in service provision. Additionally, it offers a competitive edge for businesses capable of quickly mobilising resources to meet urgent and highly specialised healthcare requirements.
This Contract award notice is placed under the Healthcare Services (Provider Selection Regime) Regulations 2023 Regulation 8 for Direct Award Process B where the ICB is awarding this contract having conducted spot purchasing analysis and concluded that this is the only available option. The ICB has a choice of providers, and is not seeking to restrict the number of providers. The Service is for specialised Psychiatric care for a named patient. Psychiatric Intensive Care Units (PICU) are specialist wards that provide inpatient mental health care, assessment and comprehensive treatment to individuals who are experiencing the most acutely disturbed phase of a serious mental disorder. The Contract has been awarded following direct award process B, at PS989.00 per day for a nominal period of 4 weeks as the exact duration is unknown. The patient would be reviewed daily mon-fri and would be re-patriated where clinically appropriate. Estimated total cost is PS27,692. From 28th February 2025 to not known. The Trust had a spot purchasing arrangement with this provider in the past, and this is a continuation of that service for a new placement, now coming directly through the Trust whereas previously it sat under the ICB. The contract is new as the Trust are placing the contract directly but the arrangements have been previously in place under spot purchasing via the ICB.
