Summary, notice description and lot information
NHS Hertfordshire and West Essex Integrated Care Board has awarded a contract for orthodontic services in Hertfordshire from 2027 to 2037 under the Provider Selection Regime, without applying the provisions of the Public Contracts Regulations 2015. The procurement process utilised the direct award process C, approved by the Primary Care Commissioning Committee on 17 June 2025, with the contract award on 18 November 2025. The contract was formally announced on 17 December 2025 after a standstill period from 2 December to 12 December 2025.
This procurement falls within the services category focusing on orthodontics, with the contractual work being carried out in Epping, Essex. The contract, valued at £5,315,807, is planned to commence on 1 April 2027 and remain active until 31 March 2037. This tender presents significant opportunities for business growth, particularly for businesses within the dental healthcare industry specialising in orthodontics.
With a substantial contract value, businesses that offer comprehensive orthodontic solutions such as traditional braces, clear aligners, and removable retainers could find this opportunity lucrative. The contract is aimed specifically at providers meeting NHS orthodontic care criteria, involving referral-only services via General Dental Practitioners. Small and medium enterprises (SMEs), such as The Specialist Orthodontic Practice, could benefit significantly from engaging in such long-term service agreements, ensuring consistent revenue and business stability over a decade-long period.
Orthodontics is a dental specialty focused on aligning your bite and straightening your teeth. You might need to see an orthodontist if you have crooked, overlapped, twisted or gapped teeth. Common orthodontic treatments include traditional braces, clear aligners and removable retainers. These services are a 'referral only service' via a General Dental Practitioner.

Eligible Patients must meet the Index of Orthodontic Needs to receive NHS Orthodontic Care.

Orthodontic Contracts are commissioned via a Personal Dental Services (PDS) Agreement which is a national contractual framework.

There is no material change to the new contract being offered and therefore a direct award process C has been completed under the PSR and a robust due diligence process has been completed to ensure providers meet all the basic and key criterion. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period.

Representations by providers must be made to decision makers by 13/12/2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR DAP C.

Any representations should be sent to hweicbhv.dental@nhs.net

The Primary Care Commissioning Committee approved the approach for the PSR DAP-C process on 17/06/2025 and further approved the contract awards on 18/11/2025. There were no conflicts or potential conflicts declared.
