Summary, notice description and lot information
The procurement process for the "Insourcing of Cataracts Procedures" is being carried out by the NHS Wales Shared Services Partnership - Procurement Services, hosted by Velindre University NHS Trust on behalf of Betsi Cadwaladr University Health Board. This contract falls under the health services industry category, specifically targeting the provision of cataract procedures. The procurement process has reached the award stage with an amendment clarifying the contract as insourcing rather than outsourcing, effective from 1st December 2025 to 31st March 2026.
The services will be provided across North Wales, including locations within the Betsi Cadwaladr University Health Board area. This tender is being awarded through a limited procurement method under the Health Services (Provider Selection Regime) (Wales) Regulations 2025, bypassing the need for prior publication of a call for competition. This tender presents a robust opportunity for businesses catering to the health services sector to tap into the growing demand for cataract procedures insourcing.
ID Medical Group Limited has been proposed as the provider, highlighting business growth potential for organisations with expertise in delivering seamless, complex medical procedures within tight deadlines. The focus is on maintaining service continuity and minimising patient disruption. Hence, businesses specialising in healthcare services, particularly in the area of cataract treatment, are better suited to engage competitively in such procurement processes to expand their market presence and expertise, particularly when existing providers are sought for continuity and efficiency.
This proposed contract is to cover Insourcing to Cataract Procedures across North Wales in Betsi Cadwaladr University Health Board between 1st December 2025 until the end March 2026. The service is expected to be delivered regularly at Weekends (Saturday and Sunday) between the hours of 8am and 6pm during the period, but there must be ability to deliver in evenings where requested and provision of facilities allows. The service will be delivered within the geographical areas of Betsi Cadwaladr University Health Board. The Health Board will book patients and manage lists, but the provider will provide medical secretary support for the activity, as well as a Nurse/HCA. This notice is an intention to award a contract based on a framework agreement without a competition under the NHS SBS Framework Agreement for Insourcing of Clinical Services reference SBS10203. The estimated value of this agreement is expected to not exceed 889,900 Services will be provided from the point of award up until 31st March 2026. To address the urgent need for 1,250 cataract treatments by the end March 2026, the proposed award to ID Mental Limited is to guarantee the continuity of services and the uninterrupted treatment of patients as they are a current contracted supplier onsite. Awarding this contract will support a seamless transition to treatment--particularly for complex cataract cases--and ensure patients receive care closer to home.
