The City of London (City) holds a commissioning role to secure and oversee various pan-London substance misuse treatment services. As part of the Government's ambition to end rough sleeping and enhance universal drug treatment services, funding from the Department for Health and Social Care (DHSC) and Department for Levelling Up, Housing & Communities (DLUCH) has been provided to the City as part of an Office for Health Improvement and Disparities (OHID)/Greater London Authority (GLA)/Local Authority (LA) partnership-led bid to deliver a pan London Substance Misuse Programme for people who sleep rough/at risk of sleeping rough and London residents with complex physical and mental health needs. The grants will better address the increasing complexity of substance misuse treatment and recovery needs. The City has agreed to function as the lead commissioner and coordinator for this Programme using the Central Government grant funding. The Services are to commence from the 1st April 2025 to the 31st March 2026. It is intended to award the contract in accordance with the Health Care Services [Provider Selection Regime] Regulations 2023 under Direct Award process C where there is an existing provider for the services and that existing provider is satisfying the original contract and will likely satisfy the proposed new contract, and where additionally the services are not changing considerably.
