The ICB has awarded this contract to PHL Group on an urgent basis without prior publication due to the essential nature of the service.
The contract, beginning on 5th June 2025, will run until 31st March 2027, during which a longer-term solution will be sought to ensure continuity and patient care. This award was confirmed on the basis of an urgent need and is governed by the Health Care Services (Provider Selection Regime) Regulations 2023. The delivery location is in South Staffordshire (region UKG24), with an emphasis on maintaining health services while assessing long-term solutions.
This procurement presents significant opportunities for businesses in the healthcare sector, particularly those with capabilities in managing essential health services under rapid implementation conditions. Companies with experience in delivering acute care or possessing substantial healthcare service delivery infrastructure may find competitive advantage and growth potential in similar urgent service provisions. The procurement method, which involved a limited and urgent award without a prior competitive process, favours businesses that can quickly mobilise resources and have adequate capacity to ensure consistent service delivery during critical periods.
The contract, valued at £2,328,589, underscores the business potential in stabilising healthcare services in the region.
This Contract award notice is placed under the Healthcare Services (Provider Selection Regime) Regulations 2023 Regulation 14 for an Urgent Award where the ICB is awarding this contract and concluded that this is the only available option, fulfilling all the requirements of Regulation 14 (2). The selected provider is PHL Group who have acquired the trading subsidiaries of Totally plc. The ICB has implemented a caretaking arrangement with this provider to deliver Acute Visiting Services for South Staffordshire from 05.06.25 until the end of the existing contractual timeframe (31.03.27) for the contract whilst process is undertaken to secure a longer-term contract and provider. The ICB will ensure that continuity of care of the patients are paramount and that risks and issues identified as part of the process are mitigated. This approach will ensure the safety of patients and provide stability to services while the ICB conducts a full options appraisal of the long-term future of the contract.
