Summary, notice description and lot information
The University of South Wales has initiated an open procurement process for the Provision of Educational Neurodiversity Assessment Services, a project that arose due to a significant number of students disclosing neurodivergent conditions. This procurement falls under the health services category and is focused on addressing the disparities in student support by providing diagnostic assessments. The location for service delivery is Pontypridd, Wales, and the procurement has progressed through various stages.
Initially planned, it advanced to the tender stage, and despite its active procurement status in early 2025, the process faced a cancellation later in the year. Notably, the procurement method employed was open, facilitating wide participation, and required compliance with the EU's legal framework, specifically CELEX 32014L0024. This tender offers significant opportunities for businesses, particularly those with expertise in health and medical education services.
Firms capable of providing comprehensive assessment services for neurodiversity are particularly well-suited to compete. The focus on delivering community benefits aligns with businesses that have strong corporate social responsibility frameworks. As the University seeks a single service provider partnership, enterprises with robust diagnostic capabilities and experience in academic settings can leverage this opportunity for growth and expansion, positioning themselves as key players in supporting educational institutions in achieving greater student inclusivity and support.
Furthermore, the long contract duration and renewal options present a stable financial prospect for successful bidders.
A sizeable proportion of USW students disclose that they consider themselves to have a disability year on year with the vast majority self-identifying as neurodivergent. However, many neurodivergent students arrive at university without ever having received a formal diagnosis. This can hinder their ability to access the full breadth of support available (e.g. Disabled Students Allowances), thereby impacting personal development, academic achievement and graduate prospects. USW seeks to address this need and the disproportionate burden it places on neurodivergent students by providing access to funded diagnostic assessment services. The University is committed to organisational and operational transformation with a view to creating high quality educational experiences for our learners. To that end we are seeking a partnership with a single service provider who aligns with our values and aspirations. The aim of this partnership will be to develop and deliver a consistent high quality assessment experience for our student body and provide a tried and tested service solution that delivers our requirements.
