Framework Agreement for the Provision of Insourcing / Outsourcing Clinical, Surgical and Diagnostic Procedures

NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, has successfully completed the procurement process for a Framework Agreement regarding the provision of Insourcing/Outsourcing Clinical, Surgical, and Diagnostic Procedures. This significant procurement process involves health boards across Wales and falls under the services category, specifically classified as surgical hospital services. Conducted through an open procedure, the framework agreement commenced on 1 April 2023, and its initial term is set to conclude on 31 March 2027, with an extension option until 31 March 2031.

The framework divides the services into three lots: outsourcing, insourcing, and facility services. The recent contract awards, which became active on 1 April 2025, involve notable suppliers such as SAH DIAGNOSTICS LTD, CARDIOSCAN LTD, and others, aiming to enhance healthcare provision across relevant locations in Wales (UKL region). This procurement process offers expansive opportunities for businesses specialising in health-related services, especially those focusing on clinical, surgical, and diagnostic procedures.

SME suppliers, including Concept Care Solutions and Medicare Insourcing Services Ltd, have already secured positions within this framework, illustrating a vibrant ecosystem for small and medium-sized enterprises (SMEs) to thrive within the healthcare sector. With a total estimated value of £100 million for the initial terms, and up to £200 million should the contract opt for an extension, the framework welcomes new market entrants annually, presenting a lucrative growth opportunity for businesses with expertise in fields such as neuroscience, ophthalmology, and cardiology, among others.
