Summary, notice description and lot information
The North Yorkshire Council has established a framework agreement for the provision of medical support services for several prestigious venues including the Scarborough Open Air Theatre, Scarborough Spa, and Whitby Pavilion. This framework, classified under the health services category (CPV code 85100000), will commence on 1st April 2026 and last until 31st March 2030. It encompasses a range of event services focused on providing comprehensive medical, first aid, and ambulance cover to ensure safety and minimise the impact on NHS services in the locality, primarily focusing on Scarborough and Whitby, but potentially extending to other areas within North Yorkshire.
The procurement process employed was competitive, sanctioned under the Health Care Services Provider Selection Regime 2023, with a contract awarded on 12th January 2026 to CIPHER Medical Consultancy Limited. The framework's total value is capped at £550,000. This tender represents a lucrative opportunity for businesses operating in the health services and event management sectors, as it requires expertise in managing large-scale medical logistics and staffing for public events.
Companies that have experience in healthcare provision for public gatherings or those capable of quickly deploying medical resources would be well-suited for similar future opportunities. As this contract creates a dedicated supplier framework, interested parties should position themselves as reliable providers capable of delivering high-quality and innovative health services, alongside showcasing a strong commitment to social value and reducing health inequalities. Successful engagement in this framework can significantly augment a business’s profile and open doors to further opportunities in public sector tenders across the region.
North Yorkshire Council hosts a variety of events throughout the year at a number of venues. Delivery of this service will primarily be in Scarborough and Whitby but could be required across other areas of the county on an ad hoc basis. The aim for this service is to ensure that there is an appropriate level of medical, first aid and ambulance provision at an event to keep attendees safe and minimise the impact on local NHS services. The provider will be required to: * Undertake a medical, ambulance and first aid assessment. * Produce a medical staffing plan prior to each event to ensure that staff are deployed appropriately * Provide medical provision for the full duration of each event, including build up and derig. This notice sets out the intention to conclude a competitive process and award a framework agreement to a single supplier for provision of Event Medical Services. The framework will be in place for a duration of 4 years from 1st April 2026 to 31st March 2030 and will be used by North Yorkshire Council only. The maximum framework value will be PS550,000. Additional information: This procurement is a Competitive Process to establish a single-supplier framework. This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.
