Summary, notice description and lot information
The NHS Mid and South Essex Integrated Care Board has awarded a contract for urgent MSK (musculoskeletal) and Physiotherapy Services, under the Provider Selection Regime Regulations 2023. This award is necessary to ensure continuity of essential health services in Basildon, Brentwood, and Thurrock, especially in light of disruptions due to community service procurement challenges. With a contract value of £1,097,870 for the period 2025-26, Thrive Health Hubs Limited, trading as Thurrock Health Hubs, will continue to provide services as the incumbent supplier.
This is a 12-month contract effective immediately following the current contract expiration on 31st March 2025, notwithstanding any procurement process timelines that indicate new services may commence by 1st February 2026. The award procedure was executed without a prior formal call for competition due to its urgent nature and the pressing need to mitigate any risks to patient safety. This procurement presents significant opportunities for businesses specialising in healthcare services who may consider positioning themselves for future tenders related to the continuity and improvement of MSK and pain management services.
As NHS Mid and South Essex ICB looks to ensure no interruption in service delivery, enterprises experienced in providing high-quality healthcare services, particularly those with the capability to scale in response to unexpected healthcare demands, stand to gain from aligning their offerings with such public health needs. Engaging with this sector through innovative service delivery methods can pave the way for stronger partnerships and growth opportunities in future procurements.
This is an updated notice and replaces Notice Number 2025/S 000-008493 and Notice Reference 2025-041020 due to these services being impacted by the community MSK and pain service procurement. This is a change to the original notification. The Contract Term is to reduce uncertainty for the Providers and to ensure continuity of service. Originally the award was approved by Executive Committee in November 2024 as an award for 7 months with an option to extend for 5 months. The Contract Term shall now be for 12 months, with a 3 months' notice period. The current procurement timeline is indicating a new service may start on 1st February 2026, but this is subject to change. The Urgent Award to the existing provider is to ensure that there is continued provision of MSK Pain Management and Rheumatology Services to the registered population of NHS Mid and South Essex Integrated Care Board (Basildon and Brentwood and Thurrock) to ensure sufficient time for the procurement and that there is no risk to patient safety through increased (long) waiting times unless an arrangement is in place for 1 April 2025 as all access would then be referred into MSEFT who have confirmed they cannot absorb the activity within current capacity. The current contract with the incumbent (Thrive Health Hubs) expires on 31st March 2025 and as a consequence there is a requirement to award this contract. The value is a PS0 value contract - paid at local prices - planning value for 2025-26 is PS1,097,870.
