Summary, notice description and lot information
The NHS Mid and South Essex Integrated Care Board is making an urgent award of a contract for Diagnostic Healthcare Limited to provide community ultrasound services for non-obstetric diagnostics. This service, aimed at aiding early diagnostics within primary care settings, will be in effect from 1st April 2025 to 31st March 2026. The process has moved to the award stage, with the contract valued at £244,802 for the period of 2024-25, subject to any uplift applied to 2025-26.
The primary location for service delivery is Basildon, Essex (UKH3 region). This procurement is classified under community health services (CPV code 85323000) and has been initiated due to the NHS Mid and South Essex ICB's need for continuity in patient care and urgent diagnostic services. This tender presents significant opportunities for businesses within the healthcare sector, particularly those specialising in diagnostic and imaging services.
Given the urgent nature of the award, businesses that can rapidly scale or support existing capacities in primary care settings are well-suited to compete. Additionally, the limited procurement method used indicates a direct award without the call for competition, paving the way for swift contract initiation and execution. Small and medium-sized enterprises (SMEs) capable of delivering community health services, especially those with expertise in ultrasound diagnostics, can leverage this opportunity to expand their market presence and contribute to essential healthcare services in the Essex region.
A direct access non-obstetric ultrasound provision for adults and the service is intended to aid early diagnostics and avoid the need for unnecessary referral to secondary care for conditions that can be appropriately managed within a Primary Care setting or to support the shift of activity into a primary care setting. There is a need for an urgent award of contracts for direct access ultrasound and for a period of 12 months (01st April 2025- 31st March 2026) to ensure the MSEFT have sufficient time to procure the CDC capacity. Risk to patient safety through increased (long) waiting times unless an arrangement is in place for 1 April 2025 as all direct access would then be referred into MSEFT who have confirmed they cannot absorb the activity within current capacity. An urgent award is required for continuity of service and safety of patients requiring direct access diagnostics. The current contract with the incumbent (Diagnostic Healthcare Limited ) expires on 31st March 2025 and as a consequence there is a requirement to award a 12 month contract from 01st April 2025 to 31st March 2026. The value is a PS0 value contract - paid at local prices - planning value for 2024-25 is PS244,802 which is subject to any uplift applied to 2025-26.
