Summary, notice description and lot information
This intention to award notice pertains to the procurement of health and social work services under the title "Talking Therapies - North-East Hampshire and Farnham" managed by NHS Frimley Integrated Care Board. The procurement is part of the Provider Selection Regime (PSR) and follows the regulations established in 2023, thus exempting it from the Public Contracts Regulations 2015. The intention is to directly award the contract to North Hampshire Urgent Care Limited (TalkPlus), allowing them to continue delivering Talking Therapies services in this region.
The announcement was made on 14 October 2025, initiating a standstill period that concludes on 30 May 2025. The formal commencement of the contract is scheduled for 1 April 2026, ending on 31 March 2027, with an expected contract value of £4,625,000. This tender provides a substantial opportunity for businesses specialising in health and social work services, particularly those adept in delivering psychological treatment services.
Organisations with experience in providing a stepped model of care for mental health challenges, ranging from mild to severe, will find this contract aligns well with their capabilities. Since the awarding of the contract does not require a prior publication of a call for competition, and evidence of adherence to NHS standards is crucial, firms with a strong track record in following NHS service specifications and quality reporting will find themselves in an advantageous position to engage in similar future opportunities or potentially collaborate with the awarded supplier. This can also facilitate networking and partnership opportunities within the healthcare sector in the UKJ region, namely North-East Hampshire and Farnham.
NHS Frimley ICB ("the Commissioner") sought to commission provision to provide a Talking Therapies Service to North-East Hampshire and Farnham. The Talking Therapies Service is based on a stepped model of care offering a range of psychological treatments for patients with mild, mild to moderate, moderate to severe and complex mental health problems. Frimley ICB has followed PSR Direct Award C for the contract to which this notice relates. The total expected value of the contract for the 12-month contract term is PS4,625,000.00. The contract period will commence on 01 April 2026 and ending 31 March 2027. This procurement has been carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. Additional information: Evidence that North Hampshire Urgent Care Limited (TalkPlus) have satisfied the existing contract to a sufficient standard according to the detail outlined in the contract: they provided all of the required documentation, information and policies for the existing contract. They have followed the contractual service specification, not deviated from Frimley ICB Safeguarding requirements, charged the correct local prices as per the contract, issued invoices correctly in accordance with the Frimley ICB process, complied with Quality reporting requirements, and followed Schedule 6A reporting requirements. They have complied with/not fallen foul of the applicable NHS Standard Contract (Shorter Form) Service Conditions, including Service Conditions in relation to the following: service standards, co-operation, information requirements, safeguarding, payment terms and quality requirements. They have also complied with/not fallen foul of the applicable shorter Form General Conditions, including those relating to liability & indemnity, assignment & sub-contracting, and Information Governance. The new contracting arrangements are based on a rollover of the previous contracting arrangements/schedules which the provider has already satisfied/complied with to a high standard, and so the provider will highly be likely to be able to satisfy the new contract to a sufficient standard.
