This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 under the competitive process. The Procurement relates to the Invitation to Tender for the procurement of Targeted Lung Healthcare Checks. The purpose of this procurement was to secure a Service Provider to deliver Targeted Lung Healthcare Checks across the geographical area covered by NHS Shropshire, Telford and Wrekin Integrated Care Board (ICB). This is a new service being established by NHS Shropshire, Telford and Wrekin ICB. The primary aim of the TLHC Programme is to reduce mortality from lung cancer by raising awareness of the signs and symptoms of lung cancer, promoting positive messages around early diagnosis and then actively targeting people at highest risk of having lung cancer so that they can receive the checks and tests required to provide an earlier diagnosis. The Authority also aims to deliver the TLHC Programme in a way that minimises physical and psychological harm for participants whilst fully meeting or exceeding the requirements of the TLHC Standard Protocol and TLHC Quality Assurance Standards. The primary objective of the TLHC Programme is to identify people with the highest risk of having lung cancer, invite them to receive a Lung Health Check (LHC) and then, if their risk of lung cancer is high, perform a Low Dose Computed Tomography (LDCT) scan of the thorax. High-risk participants shall, if their previous scan revealed no significant findings, continue to receive repeat LDTC Scans every 2 years until such time as they have passed the maximum eligibility age for the programme. The TLHC Service Provider will work collaboratively with the Authority, Primary Care, Secondary Care, and Public Health Smoking Cessation Services to ensure the successful delivery of the TLHC Programme. The contract will be for an initial period of 2 years starting on 01/03/2025 to 28/02/2027, with the option to extend for up to a further 24-month period. NHS Standard Contract Terms and Conditions will apply. The approximate lifetime value including the available extension is PS7,108,000.00.
