Summary, notice description and lot information
Aneurin Bevan University Health Board is undertaking a procurement process titled "Cwm Celyn- AGD," which falls within the services category specifically relating to adult mental health. The main location for this procurement is Blaenau Gwent in the UK. The process is in the award update stage as of 1st October 2025, with an intention to award a contract under a National Collaborative framework.
This is based on a framework agreement with a competition under the Provider Selection Regime Wales (PSR Wales) Regulations 2025. The proposed placement is with Cwm Celyn Nursing Home, involving a call-off contract from lot CS7. The contract duration is undetermined, contingent on patient needs, and representations by providers must be made by 1st October 2025.
This tender provides noteworthy opportunities for businesses specialising in healthcare services, particularly those with capabilities in providing enhanced care packages. Companies already part of the framework have an advantage but new entrants could benefit from a relationship-building perspective. Given that the procurement process uses an open procedure, businesses with a strong track record in mental health services and the ability to adapt to flexible care requirements are well-suited to compete.
This opportunity is particularly beneficial for large-scale providers equipped to meet specific patient care needs within a collaborative framework. Moreover, it offers potential for long-term engagement given the undetermined contract length, allowing businesses to strategically plan for sustained growth in this sector.
This notice is an intention to award a contract based on a framework agreement with a competition. Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Cwm Celyn Nursing Home. This proposed placement is being made under lot CS7 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. QQQ. 2. Cwm Celyn lot CS7. 3. Placement in Blaenau Gwent near family and current care team. 4. There is a bed available in Cwm Celyn. 5. The local area can promote social inclusion to meet the service users needs and promote family contact. The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales.
