Summary, notice description and lot information
The contracting process for the project "Ty Anwen- 4833" is underway, initiated by the Aneurin Bevan University Health Board. This project falls under the industry category of Residential health facilities services, with a focus on mental health and learning disabilities services in the United Kingdom's UKL region. The process is currently at the award stage and is governed by the Health Services (Provider Selection Regime) (Wales) Regulations 2025.
The notice announced on 2nd October 2025 marks the intention to award the contract, starting the standstill period, during which representations are accepted until the same date. The procurement method involves a call-off from a framework agreement, following a non-competitive process according to the regime's guidelines. This tender presents significant opportunities for businesses operating within the residential health services sector, particularly those with experience in providing comprehensive mental health and learning disabilities care solutions.
The opportunity is suited for a range of service providers currently on the framework, capable of delivering enhanced packages of care to meet patient needs. Companies like Pobl Care and Support, identified as the active supplier, which specialise in social care support and demonstrate capacity to support community living and recovery pathways, would be well-positioned to benefit from such contracts. This framework provides a structured pathway for suitable providers to establish or expand their presence within public health contracts in Wales.
This notice is an intention to award a contract based on a framework agreement with a competition. Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Ty Anwen. This proposed placement is being made under lot CS4 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; (1) Placement has 3 Q's this is ranked 30 in this group (2) Although others were a less cost this placement met all the needs identified (3) Availability of beds near to home CMHT and Case Management (4) CMHT felt placement will be able to meet her needs Local area can promote social inclusion and support recovery The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales.
