Summary, notice description and lot information
The current procurement process is initiated by the Aneurin Bevan University Health Board under the title "JW- Maes-Y-Dderwen", specifically in the sector of Residential nursing care services. This falls under the Provider Selection Regime Wales (PSR Wales), a specialised procurement framework for health services within Wales, which distinguishes itself from traditional public contract regulations. The tender is concerned with creating placements for adult mental health services and aligns with the collaborative framework agreement.
The geographic focus is within the UK region, ensuring proximity to care facilities and familiarity with the patient's needs. This notice marks an intention to award, with the standstill phase initiated from 8th December 2025, inviting necessary representations in this period. The main concern is ensuring social inclusion and providing care services that meet specific health-related requirements.
This tender provides ample opportunity for businesses specialising in residential nursing care services, particularly those capable of offering enhanced care packages, to engage with the health sector in Wales. Organisations that can deliver services within the framework of the PSR Wales might find a promising pathway for expansion and development. Moreover, the focus on local and tailored care services aligns well with businesses equipped to engage in a detailed assessment and delivery of customised health services.
Being a call-off contract under a framework agreement, providers already part of the framework, such as SHAW HEALTHCARE (GROUP) LTD, are well-positioned to leverage this opportunity and contribute to the targeted health outcomes stipulated in the tender.
Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Maes-Y-Dderwen. This proposed placement is being made under lot CS7 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1,3 Q's Ranked First in rankings 2, maes Y Derwen 3,Familiar and happy with area of placement able to meet identified needs Close to care team who are familiar with complex needs promote family contact 4,placement within ABUHB area 5, Local area can promote social inclusion The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales.
