Summary, notice description and lot information
The current procurement process involves the Aneurin Bevan University Health Board, based in Newport, UK, in relation to a service titled "Cwm Celyn- AGD" within the residential nursing care services category. This process falls under the industry classification of Health Services and pertains to a placement in Blaenau Gwent. The procurement stage is at the award update phase, with an intention to award a contract notice under the Health Services (Provider Selection Regime) (Wales) Regulations 2025.
A standstill period has commenced as of 1st October 2025, allowing for provider representations before formal award confirmation. The proposed contract is set on a framework agreement and involves a partnership between the buyer and Cwm Celyn Nursing Home under lot CS7, with the expected contract duration being 360 days. This tender provides significant opportunities for businesses specialising in residential nursing care services.
Organisations with capacity and resources for enhanced care packages might find this opportunity particularly relevant, as the contract is intended to cater to patients needing specialised mental health and learning disabilities support. Since the contract ties to a strategic framework call-off, providers on the National Collaborative framework for adult mental health may have competitive advantage. Businesses with operations in or around Blaenau Gwent that can offer social inclusion benefits and family contact opportunities will be well-positioned to take advantage of this placement opportunity.
This notice is an intention to award a contract based on a framework agreement with a competition. Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Cwm Celyn Nursing Home. This proposed placement is being made under lot CS7 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. QQQ. 2. Cwm Celyn lot CS7. 3. Placement in Blaenau Gwent near family and current care team. 4. There is a bed available in Cwm Celyn. 5. The local area can promote social inclusion to meet the service users needs and promote family contact. The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales.
