Summary of the contracting process

This procurement process by NHS Devon Integrated Care Board, titled "Devon ICB - Waiting Well Service," focuses on providing non-clinical support to long-waiting patients for elective care. The process falls under the health and social work services category and is located in Exeter, United Kingdom. The procurement stage is currently at the award stage with a contract commencement date of 3rd October 2025 and potentially extends until 31st March 2027.

This process utilised a direct procurement method, conducted below the threshold as outlined by the Procurement Act 2023, indicating no competition involved. The Waiting Well Service offers an excellent opportunity for businesses specialising in community support services, especially those familiar with healthcare and patient care management. Given the nature of the service, organisations like Living Options Devon, which operate in collaboration with community trusts, are well-suited to deliver the required service.

This initiative can create growth opportunities for businesses focused on social service delivery and patient empowerment, particularly large-scale VCSEs (Voluntary, Community, and Social Enterprises) aiming to expand their scope and impact. Businesses that can provide efficient, patient-oriented community support will find this contract a valuable opportunity for development.

Notice Description

The Waiting Well service provides non-clinical support to long waiting patients who are on waiting lists for elective care. Living Options Devon (LOD) is the lead organisation delivering this service and has worked in partnership with the Wolseley Trust (Plymouth), Torbay Community Development Trust (Torbay) and DisAbility Cornwall to connect patients who are waiting for elective care to the community support available in their local area. This supports them to maintain their independence and empowers patients to make decisions about their ongoing care and condition.

This service is in scope of section 9 (Light Touch Contracts) of the Procurement Act 2023 and below the Light touch threshold of PS663,540.
