Bridgend County Borough Council is progressing through various stages of its public procurement process for a Framework involving the Provision of Regulated Care at Home Services. The procurement process began with planning and preliminary market engagement in September 2025 to gauge interest from domiciliary care providers. This was followed by a tender process, launched in October 2025, with submissions required by 17 November 2025 and awards expected by February 2026.
The framework agreement is intended to facilitate services between April 2026 and March 2028, with a potential extension until 2032. This procurement is regulated under Welsh devolved regulations and aligns with the legal basis of UK legislation 2023/54. The services will focus on empowering individuals in Bridgend, Wales to live independently by offering domiciliary care across diverse local communities.
This framework presents a significant opportunity for quality registered domiciliary care providers to expand their reach and influence by partnering with Bridgend County Borough Council. Given its open procurement method, the framework is particularly suitable for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that demonstrate competence in offering social care. The council seeks experienced providers skilled in managing care for individuals with varying needs, including older persons and those with complex conditions.
With a projected gross value of £792 million, providers have the chance to secure contracts through a competitive process prioritising both technical performance and pricing. This framework will allow successful applicants to influence the standards of care at home by becoming key stakeholders in the local care model.

Our vision for our commissioned support at home domiciliary services focuses on empowering people to live well at home by building on their strengths, focusing on what matters most and supporting them to achieve their goals and stay connected to their communities. Bridgend County Borough Council are committed to securing quality Framework provision and the successful providers will have evidenced they have the experience, skills, knowledge and competence of undertaking this work in a social care environment, and in particular to people with a range of needs, who may also be regarded as vulnerable, including older people and people with complex needs.
Geographically Bridgend County Borough comprises of 39 wards which are a mix of rural, valley and urban communities. From the Garw Valley in the north to the holiday town of Porthcawl in the south, Bridgend County has a diverse range of landscapes and communities. Current data (July 2025) indicates that in terms of the domiciliary care element of the new model - 773 Individuals are currently supported with the delivery of 8987 hours of personal care per week.
The Council is committed to supporting people to continue to live independently in their own homes for longer and this Framework will support and facilitate this and a preventative approach to supporting individuals within Bridgend.
The contract will have an option for the Council to extend the contract by a period of up to 48 months.
