Summary, notice description and lot information
Wrexham County Borough Council has completed the procurement process for the "North Wales School Aged Drug and Alcohol Education Service," falling under the category of rehabilitation services. This initiative, linked to the Health Services (Provider Selection Regime) (Wales regulations 2024), focuses on delivering educational programmes such as "Don't Touch Tell" and "Don't Drink Think" across various school stages in North Wales. With the process tagged as a direct award, Wrexham County Borough Council bypassed prior publication of a competition, directly awarding the contract to Adferiad Recovery on 25th November 2025.
The service will be active from the start of 2026, covering several regions, including UKL11, UKL12, UKL23, and UKL13, with a project value of £312,000 over the initial contract period. This procurement presents substantial growth opportunities for businesses specialising in educational and rehabilitation services, particularly those supporting substance misuse prevention in youths. Large organisations with proven experience in delivering comprehensive educational programmes across multiple school settings are well-positioned for such contracts.
Due to the direct award nature of the procurement, businesses with strong reputations and current service contracts within the public sector may have an edge. Further, companies focusing on community engagement and public service missions aligned with educational and rehabilitation objectives can significantly benefit by positioning themselves for similar future opportunities.
Direct Award 2 under Health Service Procurement (Wales) Act 2024 Health Services (Provider Selection Regime) (Wales regulations 2024) North Wales School Aged Drug and Alcohol Education Service is made up of the following: Don't Touch Tell (DTT) is an educational programme for juniors and infants in Primary Schools across North Wales (key stage 1 and 2). Current performances of Don't Touch Tell (DTT) incorporates a broad life skills approach, empowering young people to make responsible, well-informed decisions about a range of substances. Don't Drink Think (DDT) relate to alcohol related harms in young people whilst educating them to make well-informed choices. A secondary school aged educational programme (key stage 3) will also be developed and delivered to secondary schools across North Wales, reinforcing the above messages in an age appropriate way.
