Provision of Public Health Services - Public Health Early Years (Direct Award C)

The Public Health Early Years Service provides mandated elements of the Government's Healthy Child Programme from preconception to a child being age five including support for their parents/carers. The service also provides Breastfeeding Peer Support and Oral Health Promotion Services. Health Visiting provides a proactive universal and targeted service to support individuals and vulnerable groups and to protect and promote health and wellbeing and reduce inequalities.

The Borough Council of Calderdale intends to award this contract to the existing provider of the service, Locala, following Direct Award Process C. Locala will deliver the requirements of the Healthy Child Programme from preconception - a child bring 5 years old and their families. Also this will include Breastfeeding Peer Support and Oral Health Promotion Services.

The service will provide universal and targeted health promotion, prevention and early intervention activity taking into account families' needs and preferences. Core principles of the service are: - To adopt a trauma-informed approach and holistic view of health and wellbeing - To prioritise targeted prevention and early intervention to avoid the escalation of need - To respond to need at both Calderdale and locality level - To be accessible and inclusive to all - To ensure appropriateness of workforce - To deliver a quality and value for money offer - To collaborate and work in partnership with others to provide support which is integrated from the perspective of those receiving it and with, system ownership of the person in need - To contribute to place-based digital maturity - To ensure climate adaptation planning is a part of core business - To adopt a person-centred approach to supporting Babies, Children, Young People and Families (BCYPF) - To adopt a strengths-based and co-production approach, actively involving BCYPF creating their own health and wellbeing outcomes - To be visible in communities - To work with communities The approximate lifetime value of the contract is PS18,010,582.95 with the services intended to be provided from 10 July 2025 - 09 July 2030 [TBC]. The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard with criteria equally weighted out of 100%.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Act 2023 do not apply to this award.

The next working day after the publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on Wednesday 2nd July 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Written representations should be sent to procurement@calderdale.gov.uk. The award decision-makers for this contract are the Borough Council of Calderdale Public Health Leadership Team. Declared and potential conflicts of interest were assessed, and none were identified.

Each of the key criteria were given equal weighting as no single criterion is of higher priority than the others for the successful delivery of the Healthy Child Programme and the related population outcomes for the people of Calderdale. Quality and Innovation 20%: - The Provider has demonstrated initiative in innovation by visiting and engaging with providers of similar services elsewhere. Innovative approaches have been adopted - The Provider collaborates on service development and testing out new ways of working, including integrated delivery with partners - Compliance with NICE guidance, updates and emergent evidence around best-practice, set out in the practice procedural document - Actions from Serious Practice Reviews and Domestic Homicide Reviews are cascaded and changes to practice identified and submitted to the Quality Impact Assessment Panel, where proposals are scrutinised to ensure there is no detrimental impact on any service users and quality is maintained - Service is delivered safely, including safeguarding reviews and reports.

All incidents, events and near misses are recorded, and learning put in place from these reports. These are reported at the Performance Management Meetings to ensure a high level of compliance. Service users consistently rate the service as good and feel their needs are met - Awarded a CQC good rating Value 20%: - Historically Calderdale spends less on child's public health however gets better outcomes - It may be possible to procure a similar service at a lower value.

However, the cost of resources to mobilise a new provider to the same levels of quality, activity and partnership working would outweigh any financial savings - Provider signposts people to relevant services Integration, collaboration & service sustainability 20%: - Operational leads are core members of the Starting Well and Developing Well Partnership Boards - The provider has demonstrated their ability to retain staff and provide opportunities for career development - Development and delivery of the local Family Hubs programme and integration with other services Improving access, reducing health inequalities and facilitating choice 20%: - Improves access through feedback, home visits, baby clinics situated in locality areas, and phone line available, Interpretation and translation services available on request, Easy Read version of information, champions for gypsy and traveller families - The current provider improves by listening to feedback from service users - Collect and report on the demographic to ensure reach and access of the service, including reviews and audits of those not attending leading to improvements - The Provider collects data on outcomes of their service population Social value 20%: - As a Community Interest Company and Social Enterprise any profit is reinvested into improving services or for Social Value initiatives and grants to support the health and wellbeing of communities - Achieved the Social Value Quality Bronze accreditation in 2023 - Accreditation for Investors in people - silver; Disability Confident Employer, is a member of the Fair Work Charter, and a Timewise partner. Hold the UNICEF BFI Gold award - The Service offers a breastfeeding peer supporter service - Health Visitor Forums per quarter where training is share - Seek opportunities for funding e.g. oral health application for developing resources for asylum seeking families with children - Offer health visitor development posts and upon completion opportunity for employment as a 'grow our own' approach to recruiting health visitors
