Summary, notice description and lot information
Peterborough City Council has initiated a procurement process under the title "Support for Emotionally-Based School Avoidance (EBSA)," seeking services within the community health sector. The main goal of this contract is to enhance mental health services, particularly for children and young people and their families. The contract, valued at £90,000, commenced on 1st October 2025 and is set to run until 1st July 2026, with an optional extension to 1st April 2027.
The service provider will continue to be NESSie IN Ed CIC, having been awarded the contract through a direct award process under The Health Care Services (Provider Selection Regime) Regulations 2023. This procurement falls outside the typical Public Contracts Regulations 2015 due to the specific regime applied. This tender offers significant opportunities for businesses specialising in community health services, targeting adolescent mental health.
Small and medium-sized enterprises (SMEs) with expertise in mental health services that effectively cater to younger demographics and have the capacity to adhere to direct award procurement processes will find this contract particularly aligned with their growth objectives. The extension possibilities also present robust potential for stability and long-term engagement, especially for businesses capable of maintaining satisfactory service standards as demonstrated by the current provider. Businesses interested in expanding within the UK, specifically in the Peterborough region, would benefit from engaging in this procurement process.
To support better mental health for all and more specifically the mental health of children and young people (CYP) and their families. Peterborough City Council intends to award this contract to the existing provider of this service (NESSie IN Ed CIC) in line with Direct Award Process C under The Health Care Services (Provider Selection Regime) Regulations 2023. The approximate lifetime value of this contract was originally listed as PS267,000 (which was the total aggregated spend in relation to this contract and included both this award as well as the previous contract) and should have instead stated PS90,000 (the cost for this award specifically). The contract is due to commence from 1st October 2025 and will run until 1st July 2026. The contract will include an optional 9 month extension period. If the optional extension is used then the contract end date will be 1st April 2027.
