Summary, notice description and lot information
The NHS Leicester, Leicestershire, and Rutland Integrated Care Board (ICB) has issued an intention to award notice under the Provider Selection Regime (PSR) of 2023 for a contract titled "Telephone cover for Protected Learning Time - Leicester, Leicestershire and Rutland". The procurement process falls outside the Public Contracts Regulations 2015 and aims to provide primary care medical services during Protected Learning Time (PLT) for GP practices. The award is planned for two providers, Willows Group Ltd and DHU Health Care CIC, with the contract period beginning on 1st April 2025 and potentially extending to 31st March 2027.
Key deadlines include the standstill period until 26th February 2025 where representations can be made. This tender provides significant opportunities for businesses specialising in healthcare services, particularly those offering innovative and economically sustainable solutions in primary care. SMEs like Willows Group Ltd and DHU Health Care CIC are ideally suited for such initiatives, promoting local employment and reducing environmental impact through remote service delivery.
The contract emphasises quality, innovation, value, social value, and access, making it a strategic opportunity for providers who can deliver high standards of care and operational efficiency. The total estimated contract value is approximately £199,046 over two years, fostering stable growth and service continuity in the local healthcare sector.
Service commissioned by LLR ICB to provide primary care medical services cover for GP practices during periods of Primary Care Protected Learning Time (PLT), including provision of clinical advice from a duty doctor or other suitable clinician via telephone; a face-to-face consultation or home visit if clinically required; referral to other urgent services where indicated. The ICB is intending to award two contracts to the existing providers following direct award process C, where the existing providers are satisfying the existing contract and will likely satisfy the proposed new contracts, and the contracts are not changing considerably, and the test for considerable change is not met. The approximate lifetime value of the contract is PS99,523.10 per financial year for both providers, for a total of PS199,046 for two years. The dates between which the services are intended to be provided are: 01/04/2025 to 31/03/2026, with the option to extend by another 12 months until the 31/03/2027.
