Summary, notice description and lot information
Leicestershire Partnership NHS Trust, located in Glenfield, Leicester, UK, has awarded a contract for the provision of block booking beds to address the temporary shortage of mental health beds in its facilities. The trust is seeking to contract five acute mental health beds from another provider within Leicester, Leicestershire, and Rutland, due to urgent renovation work. The procurement category falls under hospital and related services, with the procurement method being limited through the Provider Selection Regime (PSR) under the Health Care Services Regulations 2023.
The contract's lifespan is set from September to December 2024, with a total estimated value of £300,000. Representations by providers were required by 27th September 2024, marking the start of a standstill period prior to the formal award. The awarded contract presents significant opportunities for healthcare service providers, particularly those specialising in mental health, within the region of Leicestershire and Rutland.
Businesses capable of meeting CQC ratings of "Good" and situated within this geographical area are particularly well-suited to compete, ensuring patients remain close to their communities while the renovations are underway. The trust's commitment to maintaining local patient care and reducing out-of-area placements aligns with strategic healthcare delivery goals, offering growth opportunities for providers that meet the trust's high standards of quality. Furthermore, this contract may serve as a stepping stone for providers looking to establish long-term partnerships with regional NHS trusts.
The trust has determined that whilst some urgent renovation work to our inpatient mental health estate is undertaken and completed, 5 additional acute mental health beds need to be contracted for a period of 3 months. This will support the trust in being able to admit patients who require an acute mental health bed and will also support with the trust being able to step patients down from our psychiatric intensive care unit to improve flow across our entire bed base. The Five Year Forward View for Mental Health programme expressed the ambition to eliminate inappropriate out of area placements for non-specialist acute care by 2021. To ensure that the trust continues to deliver on this ambition set by NHS England, the provider of these 5 beds needs to be within the geographical boundary of Leicestershire and Rutland so that patients remain in their local area and therefore allowing the maintaining of relationships with family, carers and friends.as part of delivering on this ambition. NHS providers and commissioners are required to report the use of non-specialist services acute care via the Mental Health Specialist Data Set (MHSDS). In identifying a suitable provider, the practice within the trust which has been agreed and established through the trusts Bed Management Standard Operating Procedure states when considering the use of additional beds the trust will only place patients in providers with a latest CQC rating of "Good". This notice is an intention to award a contract under the most suitable provider process; and the contract value is (estimated) PS300,000.00 This is a new contract and new provider The contract will be in place for 3 months September - December 2025
