Summary, notice description and lot information
Hampshire County Council is overseeing the procurement process for Younger Adults Extra Care Supported Living Services, a project intended to provide supported accommodation across Hampshire. The procurement falls under the health and social work services industry category and is classified as services. It involves county-wide service provision with geographic lots in Basingstoke, Winchester, Aldershot, and Fareham.
This procurement stage is at Award, with contracts signed on 5th May 2025, and the initiative is set to span up to 10 years. The procurement method used was a limited award procedure without prior publication of a call for competition. The Council aims to ensure quality service delivery with investment in assistive technology and well-trained staff.
This tender provides substantial opportunities for providers specialising in care and support services to engage in a significant public sector contract potentially spanning a decade. The procurement prioritises quality, offering up to 75% of the award criteria weight to service excellence. Businesses already operating within Hampshire or with a strong logistical base in South East England may find this opportunity particularly attractive due to its geographic scope and expansion possibilities.
Providers experienced with assistive technology and outcomes-based service models stand a strong chance to contribute to and benefit from this initiative, positioning themselves as key players in the regional health and social care sector.
Younger Adults Supported Accommodation will have care and support attached to particular property. This could be from a few hours a week to 24/7 support with a team of support staff. The Council is committed to supporting individuals with a learning disability to live ordinary lives in good quality Supported Accommodation. They require specialist support for Younger Adults living in council-owned accommodation. These individuals are in the following client groups: People with a Learning Disability People with a Physical Disability/Sensory Impairment People with an enduring Mental Health condition People with Autism or Asperger's Syndrome The County Council has committed significant resources to this Service and will work closely with the Provider to ensure successful, effective and sustainable Service Delivery for the future. The County Council will be working towards an Outcomes Based Commissioning Model for this service within the initial period of the contract. The Council cannot provide these specialist care services themselves, and thus require external providers to operate within the Council-owned properties. The properties where the services are required are based across Hampshire. The service will therefore be county-wide. However, the service will be lotted geographically.
