Summary, notice description and lot information
Conwy County Borough Council, in partnership with Betsi Cadwaladr University Health Board (BCUHB), initiated a public procurement for a 24-hour bespoke service aimed at supporting a 16-year-old returning to live in the Conwy area. The tender process, originally planned and active in 2022, was to award a contract for high-quality trauma-informed care services under CPV classification 85000000, focusing on health and social work. While the procurement previously progressed through stages from planning to tender, the most recent status indicates the process was subsequently cancelled.
The planned timeline anticipated the commencement of the tender within a week of announcement, following an accelerated open procedure due to urgent requirements under regulation 27(5) of the Public Contract Regulations 2015. This procurement primarily targeted service delivery in Conwy, UK, and was valued at approximately £900,000, with a potential extension after an initial three-year term. This tender represents a significant opportunity for businesses in the health and social care sector, specifically those experienced in delivering domiciliary and residential care services for young people.
Companies with capabilities in trauma-informed care and a track record of collaboration with multidisciplinary teams would find this tender particularly suitable. The procurement process encouraged proposals for either supported living or solo residential care, opening doors for tailored services that align with the primary goal of easing the young person's transition into independent living within a supportive environment. Interested businesses had the opportunity to contribute to long-term community benefits aligned with social and economic objectives of the contracting authority.
Tender Option 1 seeks proposals from experienced and suitable organisations registered to deliver domiciliary care services for young people in order to provide a bespoke 24 hour supported a living service that is able to assist the Young Person living independently in his own home with support. A suitable property is currently being sourced by the Local Authority within the Conwy area. The Landlord will be the Local Authority and the Young Person's occupancy will be under a licence to occupy. The Service Provider will focus on delivering a highly bespoke trauma informed care and support, working as part of a multi-disciplinary group. The service will be person centred, utilising structured proactive approaches to help the Young Person reach his full potential and smooth transition into adulthood. Tender Option 2 seeks proposals from experienced and suitable organisations to provide a solo residential care placement to be registered with the Care Inspectorate for Wales. The Provider is required to source accommodation within the Conwy area and deliver a tailored, outcome focused service in line with the Young Person's needs to help him reach his goals and full potential. The Service required will be built on adopting proactive and therapeutic approaches in relation to the Young Person's behaviour, working closely with other agencies e.g. BCUHB. As he reaches adulthood, intentions are to maintain the continuity of the Provider's service under a less intense environment and provide support that enables a smooth transition into independent living. Additional information: The contract is required with immediate effect with timescales agreed in line with the Provider's tender proposal.
