Prior Information Notice (PIN) Kent County Council is issuing this Prior Information Notice to organisations and individuals regarding publication of the tender documents for the One You Kent Service including, weight management, healthy lifestyles and smoking cessation. This procurement will fall under the Health Care Service (PSR) Regulations 2023. Please note this notice is not a call for competition; therefore, you are not expected to submit any documents at this stage. It is expected this tender will be divided into two Lots. Lot 1: Stop Smoking Service (Kent wide) Lot 2: Weight Management and Healthy Lifestyle Service (East Kent) including Referrals Management (Kent wide) It is Kent County Council's intention to open the competitive tender for the One You Kent Service in May 2025 for the two Lots. It is anticipated that tenderers will be able to apply for either or both Lots. Lot 1: Stop Smoking Service (Kent wide) The Stop Smoking Service will be delivered by a single provider across the whole of Kent. Countywide delivery includes the following Kent local authority areas: Ashford, Canterbury, Dartford, Dover, Gravesham, Folkestone & Hythe, Maidstone, Sevenoaks, Swale, Thanet, Tonbridge and Malling, Tunbridge Wells. The service will support Kent residents 12+ (with no upper age limit) and provide weekly behavioural support alongside nicotine replacement therapy (NRT) and other smoking cessation aids over a 7 week period. The service will also offer adult smokers access to vapes as a way to support a quit attempt. People will receive support face to face, in a group, via telephone, or through other digital solutions. The contract is anticipated to commence on 1 April 2026 and will run for a period of Three years (expiring 31 March 2029) with an optional extension, up to 24 months at the discretion of the Council, unless terminated in accordance with the published Conditions of Contract. The Provider will hold the contract with KCC and be ultimately responsible for the delivery of the service detailed in the service specification, through the implementation and development of a responsive service that is engaged with partner agencies. Lot 2: Weight Management and Healthy Lifestyle Service (East Kent) including Referrals Management (Kent Wide) The Weight Management and Healthy Lifestyle Service will be delivered by a single provider across East Kent (Ashford, Canterbury, Dover, Folkestone and Hythe, Swale and Thanet). The Provider will also be required to manage and deliver a central referral system and process for the whole of Kent (Ashford, Canterbury, Dartford, Dover, Gravesham, Folkestone & Hythe, Maidstone, Sevenoaks, Swale, Thanet, Tonbridge and Malling, Tunbridge Wells). The service will support Kent residents to manage their weight, improve their diet, increase their physical activity (including health walks), boost their wellbeing, reduce their alcohol consumption and provide identification and brief advice on smoking and cannabis use. The service will also provide one to one coaching and referral as appropriate to more specialist services. The service will predominantly be for people aged 18 and over, with no upper age limit. However, the service will be able to show a degree of flexibility to accept young people under 18 where appropriate. The contract is anticipated to commence on 1 April 2026 and will run for a period of three years (expiring 31 March 2029) with an optional extension, up to 36 months at the discretion of the Council, unless terminated in accordance with the published Conditions of Contract. The Provider will hold the contract with KCC and be ultimately responsible for the delivery of the service detailed in the service specification, through the implementation and development of a responsive service that is engaged with partner agencies.
