Hertfordshire County Council has awarded a contract for the provision of a Baby Loss Counselling Service under the Provider Selection Regime (PSR), effective from 15th July 2025 and continuing until 14th July 2028, with an option to extend for an additional two years. The contract, valued at £340,400, addresses community health services, specifically counselling support for parents grieving the loss of an unborn or very young baby through illness or early termination. The procurement process was conducted through direct award, bypassing the typical competitive procedures under the Public Contracts Regulations 2015, and the contract was formally awarded on 11th June 2025.
This service is located in the region UKH23, highlighting its local community impact. This tender creates significant opportunities for businesses involved in community health services, particularly those specialising in counselling and mental health support. It is well-suited for small to medium-sized enterprises (SMEs) with a proven track record in providing emotional support and counselling.
Companies looking to expand their portfolio in health and social care services may find this contract beneficial, especially those that can demonstrate expertise in managing sensitive counselling needs and offering high-quality, compassionate care. The buyer, Hertfordshire County Council, provides a stable ground for collaboration and growth through long-term service provision, making it an attractive opportunity for businesses aiming to strengthen their presence in the public sector.
The service is a counselling service to support parents after the loss of an unborn baby or very young baby, either through illness or early termination. The service provides counselling from trained staff via a range of methods. The service records the wellbeing of the people who use the service before and after their counselling to demonstrate that the service is helping them. Most bereaved parents or couples have 4 or 5 sessions, but this can be extended if needed. The Council is intending to award this contract to our existing provider using Direct Award Process C under the Provider Selection Regime (PSR). The contract will commence on 11th June 2025 until 31st May 2028, with the option to extend for 2 years. The approximate life time value of this contract is stated in II.1.7 above and includes the value of any possible extensions.
