" The procurement, classified under "Recruitment services" (CPV 79600000), aimed to address recruitment needs across Child & Family Services and Adult Services. This includes situations requiring social workers on a temporary basis, due to vacancies or emergency situations such as staff sickness. Valued at £3,000,000, the procurement has been conducted through an open procedure with active awards beginning from 13 May 2025.
The process covered various locations within Swansea and possibly neighbouring regions to adapt to service needs. This procurement provides substantial opportunities for businesses specializing in recruitment services, especially those with expertise in the public sector and social services. Small and medium-sized enterprises (SMEs) are particularly well-positioned to compete, as evidenced by involvement from companies like Diamond Commercial Recruitment LTD and Axis Recruitment Ltd.
Suppliers engaging in this framework will have the chance to establish connections with Swansea Council and potentially participate in future extensions of the contract, which may last up to 36 additional months. This opportunity suits businesses looking to expand their portfolio in public sector collaborations and those capable of providing timely and qualified staffing solutions.
The Council has a need to recruit ad-hoc agency social worker staff to fill vacancies that arise within various teams across Child and Family Services and Adult Services within Swansea Council. This could be due to a vacancy in the team, short- or long-term staff sickness or any other reason for varying lengths of times, typically 3 to 6 months but will vary, and can be extended. It is the intention of the Council that the agency provider will be given adequate time to source suitable CVs from potential candidates for the vacancy and to forward onto the councils various hiring managers for consideration. Additional information: This tender has been developed considering input from preliminary market engagement.
Swansea Council requires access to the provision of temporary agency Workers in Adult Services, within the Social Services Directorate. The agency providers will provide qualified and experienced agency staff from their own resource pool to meet the needs of the service as and when the need arises. Temporary Workers are an important part of our workforce, they are needed to meet service demand when there is high demand from service users or when there is a vacancy in a team. They will be sourced through contracts with agency suppliers.
