Summary, notice description and lot information
NHS Herefordshire and Worcestershire Integrated Care Board (ICB) is currently in the planning stage for its Learning Disabilities and Autism Engagement Service procurement. This process, beginning with a market engagement, invites expressions of interest by 12th August 2025. The ICB is based in Worcester, UK, and is seeking services related to improving health services for individuals with learning disabilities and autism within Herefordshire and Worcestershire.
The planned engagement service is anticipated to commence on 1st April 2026, with a contract spanning three years and an option to extend for an additional two years, making the total potential contract duration five years. The procurement is valued at approximately £110,000 per annum, with a total contract value of £550,000 for the full period, including the extension. This initial stage is crucial for gathering feedback and interest to shape the forthcoming procurement process, which is governed by EU Directive 2014/24/EU.
This tender presents a substantial opportunity for businesses experienced in health services and community engagement, particularly those with prior experience in working with persons having lived experiences of learning disabilities and autism. It is an excellent opportunity for organisations capable of establishing a strong physical presence and community ties within Herefordshire and Worcestershire. Suitable candidates for this opportunity should have a proven track record of engaging with local communities and delivering robust service programmes that focus on reducing health inequalities for individuals with learning disabilities and autism.
Companies in the health services sector, particularly those specialising in community health, patient advocacy, and patient engagement, will find a significant opportunity to leverage their expertise for long-term distribution and collaboration with the NHS ICB under this initiative.
The proposed contract will be for a period of 3 years with the option to extend for up to another 2 years at the ICB's discretion. The ICB currently envisages the contract will mobilise from the 1st April 2026. The estimated contract value per annum is PS110,000 (exc VAT). The total lifetime value of the contract is PS550,000 (exc VAT) for the 3 year contract including the optional extension period of 2 years. Engagement and co-production with people who have lived experience of Learning Disabilities and Autism (LDA) is a crucial pillar of the ICBs LDA Programme. An existing contract through a local provider provides a mechanism for engagement with lived experience partners for the following aspects of the programme outlined in paragraph II.1.4 above. The health of the overall LDA Programme is also dependent on the assurance provided by lived experience partners as part of the LDA governance structure and the LDA Programme Board specifically.
