Summary, notice description and lot information
The NHS South Yorkshire Integrated Care Board has awarded a contract for GP locally commissioned services to the Upperthorpe Medical Centre in Sheffield, South Yorkshire. This procurement process pertains to the healthcare services industry, specifically general-practitioner services. The procurement was managed under the Provider Selection Regime, regulated by the Health Care Services Regulations 2023, and does not fall under the usual Procurement Act Regulations.
The contract covers the period from 1st April 2025 to 31st March 2026. The selection was made by a direct award procedure without prior publication, following a limited procurement method due to the interdependency between the Local Commissioned Services (LCS) and the existing GP Framework. This contract presents considerable opportunities for existing healthcare providers within the South Yorkshire region that are capable of integrating locally commissioned GP services with the GP Framework.
The procurement highlights the importance of coordinated and enhanced healthcare services, particularly for organisations that can navigate regulatory regimes and deliver activities on a cost-efficient, local price basis. Given the nature of the contract as a direct award with no realistic alternative providers, opportunities may exist for SMEs that can replicate or support such interdependent service enhancement models within the designated healthcare frameworks. Upperthorpe Medical Centre, an SME, was the successful bidder, setting a precedent for similar organisations aiming to expand or strengthen their position in the healthcare services market.
This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract will be from 01/04/2025 to 31/03/2026
