Summary, notice description and lot information
Gloucestershire County Council has successfully completed its procurement process for a provider offering specialist short breaks for children and young people with complex needs. The contract, awarded to C2I Chapter One CIC, covers daycare services under the CPV classification 85312120. The procurement followed an Open procedure and is located in the region UKK13.
The tender process began with the active stage on 3rd December 2024, with a tender deadline set for 15th January 2025. This contract spans two years, having been signed on 1st April 2025, with a financial value of £200,000 GBP, marking its award and contract stages as complete and active respectively. This tender offers a significant opportunity for businesses specialising in services for disabled children and young people, particularly those capable of delivering high-quality daycare solutions while providing notable social value.
With a focus on quality (65%), social value (15%), and competitive pricing (20%), businesses that demonstrate excellence in these areas are well-positioned to compete. Small to medium enterprises (SMEs), especially those experienced in this sector, could benefit from participating in similar future procurement opportunities, as the open procedure ensures an inclusive and competitive environment.
The Authority wishes to procure a one supplier contract using an Open procedure. On return of all tenderers following tender return deadline, all submissions will initially be evaluated on a pass/fail basis and only tenderers who have passed this stage will their technical and price submission be evaluated. Evaluation will be based on the below criteria (1) Selection Questionnaire (SQ) - Pass/Fail (2) Invitation to Tender (ITT) - Weighted quality questions, price and Social value. After evaluation of the ITT submissions, the one tenderer who achieves the highest score in both quality, price and social value will be awarded onto the framework agreement.
