The Mersey Care NHS Foundation Trust has announced the formal awarding of a contract under the Health Care Services (Provider Selection Regime) Regulations 2023 to work with local voluntary sector organisations to address the needs of people with Severe and Enduring Mental Illness (SMI) in Liverpool. This tender aims to reduce loneliness and isolation, manage the cost of living crisis, and provide support for carers. The contract, valued at £929,262, will commence on 1st April 2025 and run until 31st March 2028, with an option to extend for an additional two years.
The contract was awarded on 19th December 2024, and the procurement method utilised was a direct award process (Process C). The buying organisation, Mersey Care NHS Foundation Trust, is located in Prescot, UKD7 region, overseeing health and social work services. This procurement process presents significant opportunities for businesses specialising in health and social work services, particularly those skilled in supporting individuals with SMI and addressing social challenges.
Small and medium-sized enterprises (SMEs) with expertise in mental health, community support, and cost of living initiatives are well-positioned to compete and contribute effectively to the contract's objectives. With the direct award process favouring existing providers like Liverpool CVS, new suppliers should prepare to demonstrate their ability to meet similar service standards to enhance their prospects in future similar procurement processes.
MCFT intends to contract with Liverpool CVS, 151 Dale Street, Liverpool, L2 2AH to put in place arrangements with local voluntary sector organisations to address the following needs for those with Severe and Enduring Mental Illness; Reduction in Loneliness & Isolation, Managing the Cost of Living Crisis and Support for Carers. MCFT is currently in contract with Liverpool CVS. For the new contract MCFT requires the service to be mobilised from 01 April 2025 for a period of 3 years with the option to extend for a further 2 years. It is intended to award the contract in accordance with the Provider Selection Regime Regulations under Direct Award Process C where there is an existing provider for the services and that existing provider is satisfying the original contract and will likely satisfy the proposed new contract, and the services are not changing considerably. The Senior Leadership Team of Mental Health Care Division have made the decision for the award of this contract. No conflicts of interest have been identified and this has been recorded inline with Trust policy.
