Westminster City Council is currently in the planning stage of the procurement process for the Westminster HealthWorks services, which aim to enhance community health and wellbeing outcomes in the region of London, specifically Westminster (UKI32). This initiative draws inspiration from the RBKC HealthWorks Enables programme and seeks to develop a community-led health service framework. The process is currently in the planning phase with a market engagement session scheduled on 2nd October 2025 via Microsoft Teams to discuss the service's scope and receive feedback.
The council plans to proceed to tender by December 2025, with the service contract period set from 1st January 2027 to 31st December 2029, and potential renewal options available up until 2031. This tender presents significant opportunities, particularly for SMEs and voluntary community and social enterprises (VCSEs), to collaborate and play an integral role in delivering community health services. The initiative focuses on fostering grassroots health initiatives, and businesses with expertise in community health services, various health services, and health and social work services would be well-positioned to contribute.
Engaged organizations have the chance to co-create innovative service specifications which are central to ensuring the programme's success and alignment with community needs, thus providing a platform for business growth and community impact in health service delivery.
We are reaching out to invite you to a collaborative session to help shape a new community-based service in Westminster called Westminster HealthWorks. Westminster HealthWorks is a new service aiming to improve health and wellbeing outcomes for residents delivered in the community, by the community. Inspired by the RBKC HealthWorks Enables programme (dalgarnotrust.org.uk/our-programmes/healthworks/), we are now preparing to develop a tailored and enhanced version for Westminster.
This service will support and enhance the delivery of existing provision by enabling community-led health and wellbeing initiatives across Westminster, while also strengthening referral pathways into mainstream services. Your insights and experience are vital to ensuring Westminster HealthWorks reflects the needs of our communities and builds on the strengths of local organisations. We are aiming to go out to tender by December 2025.
Between now and then, we will be developing the service specification and want to consult with you on this. Engagement session details:
