Summary, notice description and lot information
Hertfordshire County Council has issued a contract award notice for the Provision of Refugee and Asylum Seeker Mental Health Service. The procurement process falls under the Provider Selection Regime (PSR) and is outside the scope of the Public Contracts Regulations 2015, with a direct award method used. The contract commenced on 1st April 2025 and will run until 31st March 2027, with the option to extend for one year plus another, depending on funding and performance.
The total contract value is £1,546,596, and the services will be delivered in Hertfordshire (region UKH23) under the CPV classification 85100000 (Health services). This tender presents significant opportunities for businesses in the health services industry, particularly those experienced in providing specialised support for refugees and asylum seekers. Companies that can offer flexible, community-based early intervention mental health services would be well-suited for this contract, especially if they have established referral pathways and can quickly adapt to changing needs.
The existing provider, Herts Mind Network, has been assessed and can likely satisfy the requirements of the new contract, indicating a strong demand for experienced mental health service providers in the region.
Hertfordshire County Council has a requirement for a Mental Health Service commissioned as a community based, early intervention mental health and wellbeing support service for refugees & asylum seekers aged 16 and above. The service provides specialist, targeted and flexible support able to rapidly adapt to changing needs, limiting impact on mainstream mental health services. Effective referral arrangements are in place with Hertfordshire Foundation Partnership Trust (HPFT) for people with more complex support needs and there are well established referral pathways from other healthcare providers and community support organisations into Flourish. The Council is intending to award this contract to our existing provider following Direct Award Process C under the Provider Selection Regime (PSR.) The contract will commence on 1st April 2025 until 31st March 2027, (with the option to extend for 1 year plus 1 year) The approximate life time value of this contract is stated in II.1.7 above and includes the value of any possible extensions.
