The Council of the Borough of Kirklees has concluded the procurement process for the delivery of the "Health Checks" initiative in the medical practice services category. The procurement was governed by the Health Care Services (Provider Selection Regime) Regulations 2023, distinct from the Public Contracts Regulations 2015. Multiple contracts were awarded without the prior publication of a call for competition, as per the Provider Selection Regime (PSR) Direct Award Process B.
The contracts, each valued at £7,227, were signed between 13th and 28th August 2025, and cover the delivery of services in the UKE44 region, specifically around Huddersfield, UK, commencing on 1 July 2025. The awarded contracts present growth opportunities for large-scale general practitioner practices capable of delivering NHS Health Checks. These practices are positioned to handle sensitive eligible population data due to existing data confidentiality protocols, making them suitable for this service delivery.
In particular, the GP-led model leveraged for these contracts enhances collaboration opportunities for practices equipped for the specific requirements of healthcare data handling and patient follow-up care. The Health Checks initiative offers a steady annual stream of work, projected to fund approximately 12,500 checks per year, which could be attractive to well-established local healthcare providers looking to expand their public service offerings.
Eligible adults are entitled to receive an invitation for an NHS Health Check once every 5 years, so in seeking to equalise the distribution of the health checks annually, it will need to cover such a time span. The breaks are suggested to allow for consideration of potential national developments such as a digital NHS Health Check, or workplace health checks, which are both being piloted currently. The new arrangements will continue to be a GP-led delivery approach, and from a practical perspective this is the only feasible option, since they hold the sensitive eligible population data and no data sharing agreements exist locally which would allow any other provider to have access to this information. We also consider that GPs remain best placed to respond appropriately to the findings of the NHS Health Check and provide the best follow-on advice and/or treatment to the patient depending on the results. The new contract will commence on 1 July 2025 - 31 March 2028 with the potential for two further extensions, each of a year. The contract will have a maximum annual value of PS300,000 and at the proposed revised tariff of PS24.09, this would give scope to fund approximately 12,500 health checks per annum. An award has been made following the Provider Selection Regime (PSR) Direct Award B This is an existing Service, with a combination of new & existing providers.
