Summary, notice description and lot information
The procurement process initiated by Suffolk County Council, a regional authority based in Ipswich, UKH14, concerns the "Children's Social Care Community Support Rolling Select List". This initiative falls under the industry category of Health and Social Work Services. The tender stage is currently in the Planning phase, as registered on 8th August 2025, with a future notice dated for 9th August 2025.
Interested providers are encouraged to register on the council's e-tendering portal. The procurement method adheres to the Light Touch Regime under PCR 2015, and potential providers are invited to bid for this list, offering various support services under different lots, with the initial contract period expected from 3rd November 2025 to 2nd November 2027, and an extension period following until 2nd November 2028. This tender provides ample opportunities for growth for businesses specialising in health and social care services, particularly those with expertise in child support services.
Ideal candidates are organisations capable of offering services such as family support, supervised family time, crisis support, and care for children with disabilities and complex needs within both residential and community settings. With a substantial total contract value of £26,000,000, this procurement process stands to benefit capable providers who can meet the council's requirements and ensure quality assured services. Businesses that can adapt to the multi-lot system and regularly reassess their participation for strategic growth within the sector may find this tender particularly advantageous.
Lot 1 is expected to provide support within a family or residential setting, by staff trained to provide personal care and administer medication. The children may be physically disabled, be neurodivergent, have specific sensory/communication needs, have learning disabilities and/or life limiting illnesses. Please note that the advertised contract value is the potential total value (ex VAT) for all individual orders placed via the Rolling Select List for the initial contract period (estimated to be 3/11/25 - 2/11/27) and the extension period (3/11/27 - 2/11/28).
Lot 2 is expected to proactively support children within their home or community, enabling reunification and preventing placement breakdowns or admission into care. Please note that the advertised contract value is the potential total value (ex VAT) for all individual orders placed via the Rolling Select List for the initial contract period (estimated to be 3/11/25 - 2/11/27) and the extension period (3/11/27 - 2/11/28).
Lot 3 is expected to support children in care at short notice following a placement breakdown (e.g., emergency placement or admissions in to care). The children are likely to have a complex profile of co-occurring need including: criminal exploitation, behavioural and emotional dysregulation, neurodivergence, and/or risks to themselves or/and others. The support will take place in a residential setting and may exceed 28 days duration. Please note that the advertised contract value is the potential total value (ex VAT) for all individual orders placed via the Rolling Select List for the initial contract period (estimated to be 3/11/25 - 2/11/27) and the extension period (3/11/27 - 2/11/28).
Lot 4 is expected to provide suitably trained staff to supervise Family Time sessions following Suffolk County Council's Family Time protocols. Please note that the advertised contract value is the potential total value (ex VAT) for all individual orders placed via the Rolling Select List for the initial contract period (estimated to be 3/11/25 - 2/11/27) and the extension period (3/11/27 - 2/11/28).
